The Spanish Football Association officially announced that starting this week, the Spanish Football Association's referees' Technical Committee (CTA) will publicly explain controversial penalty in the professional league every week. The measure aims to clarify the basis for the penalty to players, coaches and fans.
The Spanish Football Association's Technical Committee for Referees (CTA) will publicly explain the most controversial but educational and training referee penalty in professional football games every week. This is a pioneering move in Spanish football history, with the ultimate goal of providing the CTA with the highest transparency possible and helping players, coaches and fans understand certain penalties.
The advisory committee is composed of three coaches Jose Luis Altra, Jose Ramon Sandoval and Jose Luis Sanchez Villa appointed by the Coaching Committee, as well as La Liga player Morientes invited by LALIGA (Western League). They will jointly be responsible for selecting the penalty clips that need to be explained from La Liga, Spanish Second Division and Spanish Women's Super League.
The committee of these four members will meet weekly to discuss, debate and ultimately select dispute cases. And synchronize it with the CTA management, the referee technical committee will release videos every Thursday through the official channel of the Spanish Football Association to provide technical explanations of these penaltyes.
The establishment of the advisory committee responds to the requirements of the Arbitration System Reform Committee established in March 2025, and is also the result of the reform process and work carried out on the basis of transparency, unified standards and objective guiding principles. The first penalty explanation will be announced through the official channels of the Spanish Football Association this Thursday.
